October Conference 2003

Annual Conference

The Annual Conference was held at 254 North Terrace on the afternoon of 11th October 2003, followed by the Half-Yearly Communication and a mixed dinner.

The Conference dealt with policy matters and suggested changes to the Regulations. 

There was a good attendance at the Conference.  All agenda items were freely discussed and those passed by the conference were forwarded to the Board of Management (BOM) for assessment.

1. Proposed by the Grand Almoner Bro Brian Alford, seconded Bro G D Tucker  

  • That the Board of Management considers adding the words ‘Widows and Partners of members’ after the word Brother in the first sentence of Regulations 13.16 and the 2 sentences be re numbered at 13.16.1 & 13.16.2
  • That the BOM change the regulations so that the ”Grand Almoner" is called the “Director of Care”
  • That the BOM change the Regulations so that the Deputy Chairman of the Care Committee becomes the Deputy Director of Care with Grand Lodge Rank.

2. Proposed by Bro Bruce Morrison

  • “That the need for Lodges to be Incorporated be clarified”
The Grand Registrar gave an explanation to the Conference, and was requested to circulate his comments.  The motion was put and carried

3. Proposed by Bro J Ivey and seconded by Bro Davey

  • That the BOM consider changing Regulation 52 to simplify the acceptance of Joining, Affiliating, and Unattached Brethren.
The motion was put and carried

4. The following motion lapsed - no seconder

  • Re: Qualifications of Grand Treasurer 
5. Proposed by Bro G Bridgland, seconded Bro Hughes 
  • Re: Qualifications and advice of the Grand Registrar 
The motion was put and lost

6. Proposed by Bro G Bridgland seconded Bro I Kelley

  • That regulation 15.12 [Confirmation of Minutes of April and October Communications] be changed
The motion was put and lost

7. Reports

  • An address from the Director of Asset Management was read by the Grand Superintendent. 
  • A progress report on the situation of lodge premises was presented by the Grand Superintendent of Works.
8. Proposed by Bro G Bridgland, seconded Bro N Grant
  • That Regulation 63.6 be altered by inserting the words ”or Charitable” after the word Masonic
The motion was put and lost

9. Proposed by Bro B Bascombe, seconded Bro G Spafford

  • That Regulation 63.7 as it reads be removed and replaced
The motion was put and lost 

10. Proposed by Bro I G Kelley, seconded Bro G Bridgland

  • That Regulation 63.4 be amended
The motion was put and lost

The Asset Management Fund received the support of the conference.  The efforts of the Grand Superintendent of Works are having the desired results for those Lodges and Lodge buildings that have required maintenance and upgrading in standards.

The Conference closed with solemn prayer following an Address by the Grand Chaplain.
